In September 2025, the government of Russia reinstated a temporary ban on petrol exports for all exporters for a period from 1 October to 31 December 2025. The government also cancelled the exemption from the export ban for producers of petroleum products, which was earlier set to apply from 1 to 31 October 2025. In December 2025, the export ban for all exporters was extended until 28 February 2026. In January 2026, the export ban was replaced with a new one that excluded producers of petroleum products from its scope.

On 31 January 2026, the government of Russia published Decree No. 78, replacing the export ban with a new one that excluded producers of petroleum products from its scope (see related state act).
