In April 2024, the Office of the United States Trade Representative (USTR) initiated a Section 301 investigation into China’s policies in the maritime, logistics, and shipbuilding sectors, following a petition from five U.S. labor unions. In January 2025, the USTR concluded that China’s practices are actionable under Section 301. In November 2025, the United States announced a one-year suspension of the resulting measures, effective from 10 November 2025 to 9 November 2026, to allow for negotiations with China.
