EU: Customs reform imposing a temporary EUR 3 fixed custom duty for low-value parcels

In May 2023, the European Commission proposed an ambitious reform of the European Union Customs Union, including the abolition of the customs duty exemption for low-value parcels valued at less than EUR 150. In December 2025, the Council of the EU agreed on a EUR 3 fixed custom duty for these imports. On 18 February 2026, Council Regulation 2026/382 was published, approving and setting the operational period of the temporary EUR 3 customs duty.
