Russia: Government lifts restrictions on the exportation of diesel fuel via sea transport with a domestic supply condition

In October 2023, the government of Russia partially lifted the restrictions on diesel fuel exports, allowing exportation via sea transport. The government also imposed a condition that the producers must supply at least 50% of the diesel fuel produced to the domestic market.
