In October 2023, the Japan Bank for International Cooperation (JBIC) signed a shareholders' agreement for investing in the Hai Long offshore wind project in Taiwan with Mitsui from Japan. JBIC also provides loan guarantees for part of the equity bridge loans of Taiwanese private financial institutions.
