On 20 October 2014, the Japan Bank for International Cooperation (JBIC) announced signing a buyer's credit agreement with the State Bank for Foreign Economic Affairs of Turkmenistan on behalf of the Government of Turkmenistan to promote Japanese exports of chemical fertiliser plant facilities to Turkmenistan.
