United States of America: Addition of certain payments to the basis for calculating import values and tariffs

A ruling by U.S. Customs and Border Protection added commission payments made by the importer to purported agents, as well as certain other items, to the calculation of “the price actually paid or payable” for purposes of customs valuation. These additions may result in higher valuations, and hence higher tariffs, for some imports.
