On 1 September 2009, the People’s Government of Guangdong Province in China issued Guangdong Province Iron and Steel Industry Adjustment and Revitalization Plan of 2009 (“Provincial Plan”, hereafter). The Provincial Plan is an implementation of the State Council’s Plan (see related measure).
